Only after some time the player base is driven by the dynamic of playerbase itself. You cannot expect that Gothic-Online, which should be consider “new” game, will get any players with proper campaign and they will create stable network of server and this will cause second much bigger flow of newcomers. That’s impossible.
About player want to play “NOW”: I really do not want to point my finger and looking for someone to blame, but normally it's the job of developer to provide first simple game modes. That’s how everyone else operates. Developer gives first tools so the first users can just easily open/host the servers for other newcomers.

That’s the beauty of this kind of campaign. You paint the picture of holy-fucking-awesome game and try to sell it. Just don’t lie too much and talk a lot about possibilities, features, goals and so on.
About not interesting server: My dear. You should be the one who provides simple mode like deathmatches and TDMs, capture the flags, horde modes, etc. Without too many fancy features. Core playable gameplay modes. Easy to find. Easy to install. Easy to host. Easy to do everything.
